1. "Further optimizing supply, promoting steady growth of consumption and promoting the formation of a strong domestic market implementation plan"

In january2019, 10 ministries and commissions including the national development and Reform Commission jointly issued the implementation plan of further optimizing supply and promoting the steady growth of consumption and promoting the formation of a strong domestic market. The plan proposes multiple measures to promote automobile consumption and better meet the travel needs of residents. On October 30, 2019, the guidance catalogue for industrial structure adjustment (version 2019) was revised and released. The guidance catalogue points out that we should encourage the production of new energy non-ferrous metal materials, encourage the development of ternary and multivariate lithium-ion batteries, lithium iron phosphate and other cathode materials, mesophase carbon microspheres and silicon carbon and other anode materials, single-layer and three-layer composite lithium-ion battery separators We should encourage the full-automatic and intelligent assembly line of lead-acid batteries, complete sets of manufacturing equipment for automatic and intelligent production of lithium-ion batteries, and complete sets of manufacturing equipment for automatic and intelligent production of more than 600 alkaline zinc manganese batteries per minute. In the aspect of key parts of new energy vehicles, encourage the development of energy type power battery cells; in the aspect of waste power battery recycling of electric vehicles, encourage the cascade utilization and recycling, waste power battery recycling technology and equipment; in addition, guide the development direction of hydrogen fuel cells which are of high concern at present.

Interpretation: to encourage the development of power battery, the battery materials, production equipment, recycling and other aspects have put forward clear goals. For the key parts of new energy and power cells, more emphasis is put on manufacturing capacity and core technology, and guidance is given to the development of fuel cells. Another big development trend is intelligent manufacturing, which encourages fully automatic and intelligent production.

3. Green industry guidance catalogue (2019 Edition) and notice on accelerating industrial energy conservation and green development

In March 2019, the national development and Reform Commission and other seven ministries and commissions issued the guidance catalogue of green industry (2019 Edition). Manufacturing and industrialization of key parts for new energy vehicles, charging and swapping, and hydrogenation facility manufacturing all appear in the catalogue. The catalogue is of great significance to clarify the boundary of green industry, establish a unified national green standard system, and guide funds to focus on the most important, critical and urgent green industries and green projects.

At the same time, in March 2019, the general office of the Ministry of industry and information technology and the general office of China Development Bank issued the notice on accelerating the promotion of industrial energy conservation and green development, highlighting key areas, giving play to the supporting role of green financial means in industrial energy conservation and green development, and focusing on supporting the echelon utilization and reuse of retired new energy vehicle power batteries.

Interpretation: green manufacturing and clean production technology are the key points for the development of parts manufacturing industry, and will continue to increase the research and development and promotion of automobile energy saving and environmental protection technology. Clean production transformation and comprehensive utilization of resources are the key points of development, with emphasis on supporting the cascade utilization and reuse of power batteries of retired new energy vehicles.
